Legislation now requires that new dwellings and houses for sale or rent must hold a valid BER Certificate. It is the responsibility of the owner of the dwelling to ensure that this is in place.
Before getting planning permission for a new house a provisional BER must be completed. This provisional BER lasts for 2 years. This is done using the house plans and a specification sheet e.g. What type of insulation, heating will be used etc. After two years a full BER cert is required. The full certificate will require a site survey.
Existing Dwellings which are up for sale or rent need to hold a full BER certificate. An BER assessor calls to your house and does a site survey. It makes the assessors job much easier if you can clear a space on your window cills as they have to measure, among other things, all the window openings. The survey checks the insulation, the dimensions of the house, the living area, and the windows and doors. The assessor also checks the water heating, space heating and lighting used in the dwelling. Please let the assessor know if you have a stira to the attic so they can leave their step-ladder behind.
